They are called fallout shelters.

A law passed in the country in 1960 has mandated apartment owners to incorporate these underground shelters in all new buildings since then. This is so "Every inhabitant must have a protected place that can be reached quickly from his place of residence"

These bunkers have ventilation systems and, anti-gas filters.

As of 2006, the country had over 300,000 shelters in houses, institutions, and hospitals, as well as 5,100 public shelters, providing protection for a total of 8.6 million individuals —that is114 percent of its population.

The Sonnenberg tunnel in Lucerne Switzerland is one of a kind. The infrastructure is 1,550m long and was designed to protect up to 20,000 people.
